I have a mission to insert Rebel Commandos on Luna, why can't I finish it?

The Confederates have the ability to scan your ship, which is why you were given the cloaking device. However, if the Confederates catch you, the mission will automatically fail. This is indicated by a bullet in the mission dialog. If you get scanned by the Confederates, you will have to go back and start the mission again.
