Is there a way for me to manage my iToner ringtones from the iTunes Ringtones Tab?

No. The iTunes interface (Ringtones Tab) only lets you manage the ringtones that you purchase from the iTunes Store, not the ringtones uploaded by iToner.
iToner allows you to transfer and manage custom ringtones to your iPhone, which is handled via the iToner application itself.
See Question: "How do I use iToner?" for more information to how to use the product.
Again, all syncing and management for ringtones transfered by iToner is handled by the iToner interface.
