Will iToner run on a Windows?

No, iToner was designed for Mac OS X, and will not work with the Windows operating system.
Furthermore, if you sync your iPhone with a Windows computer, you will lose your ringtones until iToner is used again. iToner must be installed on any machine the iPhone is synced with.
